Central Board of Excise and Customs (CBEC) officilas on Thursday said that GST may not be ready for April 1 rollout. Sources told ET Now that the officials are pushing fora mid-year rollout of GST. On the other hand, fourth meeting of GST council began in New Delhi in which administrative control and rate structure were the key agendas. Sources told BTVi that Kerala and Delhi are opposed to cess under GST rate structure. Last month, ahead of the meeting, Jaitley said the 4-slab structure of 6, 12, 18 and 26 per cent was under consideration, with lower rates for essential commodities and higher bracket for luxury goods. Explaining the rationale for cess, Jaitley said if the central government has to borrow money to fund states’ compensation, it would add to its liability and increase cost of borrowing for the Centre, state governments and the private sector.

Kerala State Industrial Development Corporation (KSIDC) managing director M Beena said the introduction of GST will be a game-changer in terms of uniformity and transparency in taxes. "From a taxation and production point of view, GST will be advantageous for Kerala which is a consumerist state. The services sector will be covered and there will be no double taxation," she said.

Rejecting the Congress’ demand to cap the Goods and Services Tax (GST) rate at 18 percent, Kerala Finance Minister Thomas Isaac said he will push for a higher rate, of 22 percent, in the coming months. Issac, who is also a member of CPM Central Committee, told BloombergQuint in an interview that all states have demanded a higher rate in order to minimise revenue losses. He added the April 2017 GST rollout deadline is achievable, but it’s a “tight schedule.”

The Kerala finance minister had advocated a rate of 22 to 24 percent during the meeting on the empowered committee of state finance ministers on July 25.
